Tonga Fiber Optic Communication Cable Blowing Project

The Tonga Fiber Optic Communication Cable Blowing Project is a new international undersea cable initiative designed to provide redundancy and improve connectivity for Tonga, with completion expected in mid-2026.Background and NeedTonga's digital connectivity has historically relied on a single international submarine fiber-optic cable connecting Tonga to Fiji, known as the Tonga Cable System, which was activated in 2013 and extended to Haʻapai and Vavaʻu in 2018 . This system has been vulnerable to natural disasters, including a major disruption caused by the 2022 Hunga Tonga–Hunga Ha'apai volcanic eruption, which severed both international and domestic cables . Frequent outages, earthquakes, and volcanic activity have highlighted the need for a more resilient infrastructure .Project OverviewThe Tonga Fiber Optic Communication Cable Blowing Project involves constructing a 383-kilometre undersea cable from a branching unit on the Hawaiki Cable to the existing cable landing station in Vava'u, Tonga . This will serve as Tonga's second international undersea cable, providing critical redundancy to reduce the risk of outages and ensure more reliable telecommunications services for the public . The project also supports Tonga's national digitalisation goals, disaster resilience, and economic development.Funding and PartnershipsThe project is co-funded by the Australian Infrastructure Financing Facility for the Pacific (AIFFP) with a grant of AUD 35.6 million, alongside AUD 19 million from the Government of New Zealand . The total estimated cost is approximately 80 million paʻanga, with additional annual operational overheads expected . The initiative represents a strategic partnership between Tonga, Australia, and New Zealand to strengthen regional digital infrastructure.Technical and Strategic BenefitsRedundancy: The second cable ensures that if one cable is damaged, Tonga's international connectivity remains operational .Disaster resilience: Improved infrastructure mitigates the impact of natural disasters on communications .Economic and social impact: Reliable connectivity supports digital services, education, healthcare, and economic growth .Domestic integration: The cable complements Tonga's domestic network connecting Tongatapu and Vava'u, enhancing overall network reliability .ChallengesTonga's submarine cable infrastructure faces ongoing risks due to its seismically and volcanically active maritime environment, with historical cable severances occurring frequently between 2019 and 2024 . Maintaining and repairing undersea cables is logistically complex and costly, often requiring specialized repair ships deployed from distant locations . These factors underscore the importance of redundancy and hybrid connectivity solutions, including satellite broadband, to complement the undersea network .TimelineConstruction of the new cable is underway, with completion expected in mid-2026, marking a significant step toward secure and resilient digital infrastructure for Tonga . Once operational, the project will provide a more reliable and robust telecommunications backbone for the country.
